Just an update.
Wall Street has hired some Americans that are in America and I can confirm that "Authentication" from your Uni (a signature) and a Chinese embassy sticker from your hometown, state, city or in your country basically is required now for new hires coming to Guangdong province to be an ESL teacher. The people coming are going to work in Shenzhen. While applying for the Z visa this was requested.
For working permit renewals, not sure yet. Still renewing at this time. I'll update you guys.
Review:
1. New hires coming to Guangdong province, Shenzhen will require to go home and get Authentication, if not already in your home country.
2. Need a Uni signature.
3. Need to take to the China Embassy in your home country or where ever you earned your degree.

Ok update July/6th/2016:
First I'm in Shenzhen, Guangdong province. I got my New FEC book today. I have worked with the same company for 8 years, so my last FEC booklet was filled to the max. I didn't have to do anything special, they just wanted to fill out the paper work again and they gave a me a new booklet 3 days later. I'm still with the same company.
So a few facts to point out that might help others or relax them:
1. Shenzhen isn't using the so called 5 year go home rule. As I said 8 years, new FEC booklet ready for another 8 years and with the same company.
2. No authentication for degrees was required for renewing in Shenzhen. (Yet)
3. FEC office said they didn't hear anything about the news: Stricter Rules coming for teachers (exam).
Important Note I saw at the FEC:
Schools with have the authority to decide if they wish to renew their current teachers, the FEC will leave the trust of the schools in their own hands. If the school wishes to keep the teacher on, than the Native / or / Non-Native teacher doesn't need any new or extra requirements. Just renew like normal. (Good News I think.)

Thanks for the update. I wish FEB would just do their job properly and put out a full press release of the rules for FT's. Is that too much to ask?

Agree. Schools connected to the FEB send out emails, but our HRs never tell us.
I did the same thing (new FEC with new employer) in Guizhou a month ago. Nothing new (degree auth.) was required, except SAFEA asked for Recommendation letter from previous employer with explanation 'because you quit', beside Release letter and FEC cancel cert.
I resigned previous job, because of the Contract violation and arrived to Guizhou with 3-m RP still valid. Record of RP sponsor should be changed as my understanding, but it wasn't!
I worked at new employer first 3-m without FEC (illegal by China law), and then RP was just renewed at expiration for the duration of new Contract, similar as I would completed previous Contract.
New employment rules aren't implemented the same all around China, but every Province SAFEA has their own regulations.
