I live in Qingdao, Shandong Province under work permit. I need to obtain Police Clearance Certificate and send it out to my lawyer for the purpose of immigration. However, its been almost 2 months and I could not find any solution for this issue. I went to local PSB, Distract PSB and also I went to the Canadian Consulate General in Shanghai all of these could not help.
Please let me know if you have been facing such problem before and how did you solve it .

As I havr mentioned in the past on some other thread......it is easy.
What you do is simply go to the police station where you are registered and aske for a criminal history report. It is free and takes about 2 or 3 days. Note: it is not a nationwide or even provincewide report. Apparently networking databases hasn't occured to anyone. This report is acceptable for immigration matters in canada and Australia. I can't attest with personal knowledge for other countries.

You could ask for info about certificate at SAFEA (Foreign Expert Bureau), same office which issued your FEC.
Enter 'safea' in search above for address and contact no. of Provincial headquarters and dial them.
Your Embassy couldn't help you with advice? I doubt that! They sure told you either 'you can't get it' or 'where can you get it'! That's why they are there!

Canadian Embassy wouldn't/couldn't help with advice only to non-Canadian citizen.
My Bj Embassy advice me to anything I ask them.

@iWolf,: I tried PSB number of times, they didnt even know about the police clearance certificate, and if there is such thing they will not issue that since I am not Chinese.
Regarding embassy advise. they told me they can not help and the embassy is not responsible for this such things !!!!!!
NOTE: As part of my immigration application, I had to get the same certificate from the Russian embassy, in my surprise they were very helpful and they issued the certificate in less then week.

I meant, your Embassy should tell you where to turn in China for cert. They can't say they aren't responsible for Gov. offices in China.

Mr A-gan, my friend....PSB and POLICE STATION are not only spelt differently but are 2 entirely different animals. As i said: go to the police station where you registered your residence. It's the place that gave you an A4 piece of paper with your address, entry date and a few other odds and ends on it. That said, if you've been here for some time and never registered with the local cop shop then I'm sorry to tell you that you are more than likely to be shit outta luck getting much more than a fat fine. Some places are a bit sensitive about foreigners not following the laws about registration. I know, tell me about it....back home, wherever you are from, doesn't care about foreign nationals obeying immigration laws, right?

I forgot to mention that you will need to go to the Notary Office in your city for the "official" stamp.
I was living in Tianjin and applied for a job in Beijing, where the recruitment agent said a criminal record was required. As I hadn't left China in six years they said a Chinese one would suffice.
The PSB office where I was registered requested something in writing from my school and I was required to get it stamped as genuine with a notary public office. What the PSB gave me was a stamped document torn off from an A4 piece of paper confirming I hadn't committed offences while registered with that office.
I know exactly how to apply for a police clearance certificate (PCC) in Qingdao. I've helped a few foreigners obtain PCCs in Qingdao. Either you or a third-party representative must appear in the person at the police station where you registered your residence. if you call the police station on telephone, the chances are that an officer would tell you they don't issue PCCs to foreigners. The reason is that the officer who answers the telephone is only familiar with common police service. Foreigners applying for PCCs happens rarely, so the officer has no idea about it. You must go there in person and request to speak with a supervisor. I had experience in getting PCCs at multiple police stations in Qingdao. Chinese citizens get a police clearance report in China. people who are foreigners must go back to there home country to get a police clearance report.
