I've seen the guys getting carried out of restaurants at 10pm on a Tuesday, but according to the records, there aren't that many alcoholics compared to the US or other Western countries.

Alcoholism falls into the mental illness category and is thus non-existent in China.
I've been carried out of a restaurant at 10pm in the past, and I'm not an alcoholic. There is a difference between having a low alcohol tolerance and getting hammered occasionally, to being addicted.
I think Chinese society in general only really recognizes alcoholism when it's already too late. When they're living on the street drinking 3 kwai baijiu. The functioning alcoholics go totally unnoticed, they are probably even considered strong for being able to drink so much.

There is a fundamental issue here related to collecting data.
In western society, alcoholism is recognized as a kind of disease for which help is available through various institutes. People will seek help themselves, often anonymously, or be sent by medical professionals, social workers etc.
In China there is no such framework for support. There are many, many people with serious drink related disorders but they are the very people that would never admit to having such a problem. Thus accurate data is impossible to compile.

Or maybe the patriarchal society in China encourages alcoholism indirectly...dillusional machoism...or directly.
Do you think the powers are upset by premature deaths? Population control without the worry of a real medical care system that would bear the costs more directly.

I've been reading the threads re-drinking, including the driving aspect.
I am a drinker myself & enjoy, but what I have noticed here is they( mostly) go out to get pissed as fast as they can! Having been at lunches & dinners with Chinese guys, they seem to love 'gang bei' anyhting, they will to the same with red wine (yuck!) beer & spirits!
Maybe to prove they are real men, not sure..but it gets very messy..very fast, & I dont like it. Then the bravado starts happening ..all the bs sprouts out.
I'm sure many drive home after all this crap. As I said, I'm a drinker, but dont skoll red wine! Think its a learning curve, as is the driving thing, for many of these guys...they have long way to go
.Also, the police are largely a waste of space here, have actually seen them get in their POLICE CAR after a drunken nite out & drive home!! WTF..
