Q: how to ensure goods can be ready on time ?

Hi everyone, I have one question upon business : there are some factories deplay the time of finishing goods(e.g. : they say “on the 1st july we will finish your goods”, but on 1st july they have many reasons, saying there are some problems and cannot finish your goods ), I would like to ask how do you handle this issue and how can you make sure that the factory can finish goods on time? #1 NEVER pay first, or up front, once they have your money you're no longer a priority...

#2 Make monetary penalties for each day they're late, deduct an amount (refer to #1 now you have leverage).

#3 Make the date you need it in fact several days or even weeks before you actually do need it.

I negotiate the contracts in such a way as there are financial penalties for not meeting targets.

Just don't pay the full amount of money asked by the factory......a decent deposit will be fine......the rest of the money get paid upon delievery and quality check......that will make Chinese jump up and ready to work hoping for the "Pay Day"..........show them the carrot and they will be up and jumping for it..........This is it.

The best way is to be at factory during production time, check production schedule and quality constantly.

About financial treat... it is worthless if goods will be late on market, missing big contract etc. 
I have better way - in contract there is caution, that properly confirmed finishing date cannot be changed, and goods have to be delivered to ... within ... working days after mentioned date. 
In this case if goods "misses" booked container - it have to be shiped by MUCH MORE expensive way, that is itself financial threat for factory, and ensures shipping time for delivery.
