I thought it was dirt cheap before but recently overheard someone saying that it now costs somewhere around 6000 rmb. Is this true?

If you have a drivers license from some other country you most likely just need to:
1. Get a health certificate done
2. Have your passport translated
3. Apply for a drivers license
4. Pass the written test (computerized multiple choice test)
This will be less than 500RMB although price for taking the test is based on local prices here
the majority of the cost is actual driving instruction where you are taught when to do lane changes and stuff (to save you the trouble the answer is "all the time")
perhaps the price quote of 6000 you've heard is for simply buying the license, I cannot recommend this as you might be severely screwed if you get pulled over and have to show your license to a policeperson
The 6000 you were told about is for a hongbao license i.e without taking the theory test etc. Trouble is it may or may not be a genuine license that is legally recorded on central records. As Scandinavian said, the 'legal' way is a LOT cheaper, but be warned the theory test is difficult, although you can take it in most major languages.
