they did .
the half blood prince had to be made in China because it was half done then someone had to finish it in another movie .and Diegone ally was filmed in a Shanghai market place .if you look really carefuly you can see a burger king next to the hostle .
There'd be no magic.... sure, everyone would know - word for word - all the formulas for the spells, and could perfectly memorise them word for word.... until after the test, and then they'd forget.
Also, while they could write down the actual words to the spells, they'd never be able to cast them, because that takes an effort of will... and effort is something that doesn't happen here.
Also, the only type of magic that is considered valuable is the school of illusion.

Also, there may be a single foreign teacher in the school, who seeks to "do good" on the system and enable practical learning to take place - but he'd face all the blockages of a school admin that doesn't agree with that style. This would resemble the 5th book with Professor Umbridge at the helms mostly, where learning was text based and all the actual spell casting was more or less eliminated through various "decrees".
In another light, Chinese Harry would fall in love with the only white girl in the school, Chloe Skank. She'd be the opposite stereotype of Cho Chang -who was your typical quiet, shy, well-behaved, charming, "exotic Oriental" perfect student. Chloe Skank, however, would fit the Chinese stereotypes of "Western" women, hot, open, wild. Dressed not too differently from Britney Spears in her heyday. Chinese Harry would have a go with her, but decide that he is morally superior in the end, and let her down in a chivalrous fashion that leaves her pining for him for the rest of the 6 books series!
