It's very hard to get that, I know ... 

 

I am thinking, it's should be provision set before purchase of the puter or i-am-not-smart-phone is granted. Similar like at firearms and permit for use ...

To my understanding, Chinese work Visas require a minimum of Bachelor's degree or equivalent.

Yes, you can apply and send them your resume. Try applying on LinkedIn too, or send them an email directly with your CV (you'll get more responses if you contact them directly).

That's a very definitive answer to a question that doesn't even mention what job he wants to apply for... To elaborate on your answer... Yes, you can certainly apply for jobs with a diploma but there's no guarantee you'll get any offers if you're not qualified to get a visa to work in China.
