Can I get married before April 1st to a Chinese girl. I currently live in Tianjin so I can't go back to America to receive any additional paperwork. However my mother is coming to China in April, can she bring any paperwork with her?

I think you are a bit too late. You need an affidavit of marriageability from the embassy, and I think 30days is required, however, I dont know if there is a way to get it from the states. You should checked and see if your mom bringing one would meet that requirement.
you can make an appointment at the us embassy in beijing and get a singles certificated for 300 rmb and sign the document in the presence of an official who will stamp it. this document, passport and the girls id and hokou book and your good to go

Apply as soon as possible. You'll see the available dates when you try to apply. Once you get this document (about $50 USD), take it to the translation offices downstairs, and have it translated and stamped. It may only cost 50 RMB for the stamp and translation.
You can go together to the Embassy if you want, but she will not be allowed to go inside with you, unless you request it for verification of information. For example: my wife came from a rural area in Hunan, but her current address was a different city. The embassy, despite asking for her "current adddress," wanted the address where her hukou was registered, but she didn't live there. I wasn't too sure about this information, so they allowed her to come upstairs. Then they just accepted her current address. Really confusing...

EDIT: No, your mother cannot swear on your behalf that you're not married. For all she knows, you could've been running around marrying 2320942 girls without her knowing. She cannot give you any kind of documents that will help you in this situation. Your passport is sufficient proof of your identity for both Chinese and American governments.
