Why is it that when the site gets slow, all these random accounts pop up with all these dumb visa questions? Especially having to do with working illegally

It's almost as if it's one person writing all these questions....
1. Where is your brother from? ( you didn't tell us)
2. What kind of job does your brother want? ( you didn't tell us)
3. Which city in China is he in? ( you didn't tell us.)

There doesn't even seem to be a question there... makes it even harder to give advice.
There are enough previously answered questions regarding this topic on echinacities to get the answer yourself. Not to mention, the internet provides all the information one needs to answer this question. If you are living in China now and do not have a VPN, in which China is cracking down on, then you may find information difficult to come by. If that is the case, then you should already know about the rules of working in China, since you are already here.

Maybe they are confused because of the proliferation of ads that say "no degree or experience required"
No matter what's your brother's nationality, he can't work in China with L visa.

Assuming the OP was real, by now the brother will either be working illegally with all the drama and problems that brings with it, or he will have left China one way or the other.
