In USA you would need the person whose name will be the account holder to sign the signature cards in front of a bank officer, besides an SS number. If that person is in China, and has no SS number, unless you are very friendly with the branch manager, your chances are nil.
If you're thinking about those $2bn dollars, that is on a very different level and this money is 'invested' into companies. Very often they don't have a bank account as such. Also of course, when you are that powerful you arrange for one of your family to live in that country and THEY open up a bank account.
But as far as I'm aware, mere mortals such as you and I cannot do that.

Your best bet (if you've got the cash to throw around) is Hong Kong... such as HSBC or similar... not quite the same as you're asking, but.... sort of close! It will be easier to open a HSBC in another part of the world, if you've got one already. But, as for opening an account overseas, you'll probably still need to be there (although, I hear the US has an online only bank... not sure of the requirements... but probably US citizen, and you'd need your social security number )
you can apply as a foreign corporation with the irs website and get a tax i d number and move your money with guaranteed signature from your local bank. i worked in africa for years dealing with international companies,
dont let these agents charge you a fortune for a tax id number. you can incorporate online in nevada or delaware for less than 300 dollars. good luck to you
