Q: Passport with Z visa and residence permit stolen in Costa Rica.

I am back in the US now, waiting for my new passport. I'm planning on getting back to China on a z visa. My company has all the stuff I need for that. However, do I need to start over from the beginning with my residence permit?

Hit the Chinese Embassy and ask about proper procedure.

If you are applying for a new Z-visa then yes you start all again. If you already have an RP and we're going to renew it in China then you'll need to speak to the Chinese embassy/consulate to ask what you should do to get back into China.
