I had the same problem:

I went to a post office to post a letter

First time there was no problem

Second time they refused to - 'no why'

i then went to other nearby post-offices trying to find one that you post things home for me

as i said to a local friend:

'these are post offices. Why won't they let me post a letter ????' crying

Scandinavian:

our local post office seems to have a, for China, strangely low staff turnover. and this one woman who rushes in whenever there is a foreigner, because she speaks a usable Engrish, once caught me sending a Hong Bao (a symbolic amount) to my little niece back home, cash is a big no no, and this bloody woman is doing her job for once and has since always sifted through all pages of books or whatnot I've sent.

sorrel:

i have had personal /official letters opened before i posted them, so i sealed the envelopes with tape.

when i posted a package a few weeks ago, they just glanced through the stuff, checking to see if i had certain items - but i made sure to include a list of contents

I can't believe this can possibly be true. Perhaps you misunderstood the clerk OP?
