I am currently working at a school in a city in Shandong province. But our headquarters in Beijing pays our salaries, not the local partner school we are working with. We all have Foreign Experts Certificates, Resident Permits, Z visa etc... So we are having taxes deducted out of our salary, but I would like the tax reciept from our local tax bureau that the school should have a copy of. I was promised this by our schools accountant last July (she said she would send this with my first salary in September after the holiday). To make a long story short, she never sent the tax receipt, and is ducking my ermails now, as well as any other teachers at our various other branches who ask the same question. I am going to go check out the local tax bureau to see if they have received tax payments under my passport number. Do you guys have much experience with the Chinese IIT or any stories from past expeirence?

Something tells me that somebody is putting the "tax" in their pocket.
Yes, I have. The constant additional requirements for getting full reimbursements got me suspicious, so myself and a Chinese friend went to the local tax office (note - local tax office for where the company is based - NOT where you specifically work! Which would mean, for you, in BJ!)
We were asked for my passport (expected, and shown) and when she couldn't find anything under the unique passport number, she asked for (basically) my unique IIT number... which we didn't have. So, we rang the guy in the payroll office... who was REALLY pissed off to hear that we were already in the tax office, and REFUSED to just give me this unique number over the phone!
He DEMANDED that we go to see him, and that he'd do up a Ietter stating how much tax had been paid. When we went to the payroll/accounts office, I pointed out that my home country's tax office would not accept such a dodgey, meaningless letter, and demanded that I get the official fapiao from the tax office (which, by law must be given within 2 weeks of the money being paid to myself!! Thus, there should have been fapiaos for about 7 months of my working there).
About 2 weeks later, I had a meeting with my dean, and was given an envelope containing TWO fapiaos, one for pay before Dec 31, and one for the pays after Dec 31... and the dates on the fapiaos were dated THE WEEK BEFORE!.
I should also point out, when I brought this issue up with my departmental heads and admin, they completely ignored it, and tried to brush this off!
Because I"m an evil bastard, I will name this school (though I don't know/remember the name of the payroll guy who STOLE my tax money! mine and the tax departments (mine cos of reimbursements not paid, and other reimbursements that got 'taxed' because of a lack of sufficient fapiao) It was Zhejiang Gong Ye Da Xue - Zhejiang University of Technology.
