Q: release letter from previous school

I would like to know what government agency I should contact in Nanjing to help procure a release letter from my previous school. I don't care about the reference part of it they can say what they wish just want the release and I have even offered to pay any penalties. If possible an email address because i am out of the country and i don't think they would waste a stamp to reply.

What I have seen others do locally is to go to the PSB Entry/Exit Bureau and there seek help in getting the release letter. At least here, they do cooperate and telephone the school director and tell him to write the letter and give it to you.

Now, with you out of the country, I do not have an idea of what you could do from abroad, except to contact a friend in nanjing and see if he will do it in your behalf.
