Currently local governments are evaluated (by the central government) on their GDP output, that means they have little concern over other things like the environment or the well being of their citizens.
Should they be evaluated differently, for e.g. on their ability to preserve the environment (which would in a way improve the living conditions of the local people) or to clean areas that are already heavily polluted. And just like today with the GDP, be destituted (or even executed) if they can't achieve certain goals in a specific time.
I think this would be a key measure to secure China's future by moving toward a more sustainable growth. Preserving the environment doesn't prevent a country to keep expanding its GDP.
There is something going on to change the focus from GDP to how "sustainable" they run the place. (don't have a source for this, sorry)
