Q: So what are the two sessions for?
Does anything change? Are the two sessions for parliamentary members to put in their two cents or is it just another time when the government tells everyone what they are going to do with no questioning etc. allowed.

Self praise for one, essential.
And also tenderizing the brains, disseminating slogans, testing keywords, publicly fixing bogus objectives so books have time to be cooked, and overall getting people ready for the next round of big force-fed bullshit coming.
