I'm curious, if I wanted to start a study abroad program in China what kind of legal/financial hurdles would I have to go through?

depending upon the subject , university, major and city you are going into. the universities who take foreigner student have got different majors in english and the expense range from 3000 USD and above per year. well your question is not too much specific if you make it more specific i can tell you much better in it. with details as well.....
