Q: Is there any help for foreign teachers who want to leave a school?
I have handed in my Termination Notice 3 months ago where I work, and yet there seems to be some hesitation by the management to release me. Is there someone in government or related agency, who is not already corrupt who can be counted on to help. Emails and contact names would be appreciated.

It's tricky. The contract you signed mostly just protects the school. If they didn't break any of the regulations, it will be difficult for you to escape from. If you can point out something in your contract that the school has neglected, you can at least be confident about not paying the $8000-ish fine (not that I'm aware of anyone ever having payed it).
In any event, if your school is being uncooperative, it will be difficult to get a release certificate, which is required to get another job. You can contact the police about not getting your release letter (and this may result in your employer immediately giving in, if they are doing anything unreasonable).
If you plan to continue working in China, work at a university. The pay isn't amazing, but the workload is light and the conditions are usually excellent.

I would say that there wouldn't be too many problems in finding a regulation in your contract that has been neglected by the school. In my experience most contacts are standardized copies and not usually followed by either the school or teacher.
Visit SAFEA (Foreign Expert Bureau) in the city you are in. You will probably need Chinese translator at the office, what depends on the size of the city.
They will help you, if you have correct visa (Z ----> Residence permit) and all work behind.
You can also involve your new School to talk to your current employer. Beside Release letter, you will need Cancelation certificate of your present Foreign Expert Certificate.
You can ask for SAFEA address at the Bank, where you are holding bank account. Most likely, somebody at the Bank speaks English.
My experience with Police (PSB) is not really 'bright'. Few months ago, I asked Dalian PSB for help with Release letter, and Police advise me to contact my Embassy in Beijing.
However, I contacted Dalian SAFEA instead, and officer spoke to managers at my old School. She is also following all developments between old School and me.
it is impossible for anyone to give you a solid answer if you do not provide details as to the contracts termination clause orthe reason you want to terminate. if your school broke the contract or you are legally (by the contract) terminating the contract, then you can go to the local psb.
Remember, only the Chinese version of the contract holds up in court. The English version could promise you the world, but they're only required to give you what's listed in the Chinese contract.
