Q: Is there a place to report a lawyer who cheats you

How can you report a lawyer who you pay to do work for you then he helps the other side and accepts money from them also? I reported him to the city and the office who takes complaints against lawyers is his office. He also brags that he knows how to bribe judges.

As a foreigner, you don't stand much of a chance in this battle here.  You could report him to the All China Lawyer's Association Committee on Ethics (中华律师协会).   Look here for the website: http://www.acla.org.cn:8088/html/union/englishunion/briefintroduction.html

You should be forewarned, however, that your chances of obtaining any kind of satisfaction in this matter are basically minimal at best.  Additionally, if you are in the country illegally, if you have committed any kind of a visa infraction (imagined or otherwise), your life will become truly difficult.  You will need to prove beyond any shadow of a doubt what you are claiming and the People's Court will not easily side with a foreigner on this issue, particularly if your prior history in the PRC contains anything irregular.  I would enter into this only with the greatest amount of trepidation and with the idea that if you were to loose, the consequences for you might be less than desirable.  He's a lawyer, he's part of the PRC establishment, etc., etc.
