Q: Was the Bund designed by foreigners?
Can't seem to find a straight answer on this - were the architects of the Bund foreigners?

The Bund in itself is not a design. The word "bund" refers to an embanked quay, as you can see it goes all along the Huangpu river.
At the origin, it was a British settlement. Then, in the late 19th beginning of the 20th, a development boom occurred, and many buildings were built up, hosting many foreign banks or trading corporation.
If now you want to know if each of the building has been designed by a Foreign architect, then you have to be a bit more specific on the building you refer to.
Give a look to Wikipedia....
