Q: What are China's best tier 1 (or 2) cities in terms of air pollution?

Beijing is pretty awful right now... are Shanghai, Guangzhou, Shenzhen, Suzhou, Hangzhou, Chengdu etc. any better?

As strange as it sounds, Guangzhou & Chengdu have the best air quality for tier 1.  My favorite tier 2 city, Dalian has the best air quality I have found in China.

2009 Kunming had the best air quality out of all province capitals.(source: yn.xinhuanet.com)

Haikou (Hainan province) appartently has very good air quality, too. (source: wikipedia)

Both cities are more tier2 or tier3 and air quality now goes down with increase of industries and cars ...
