I've heard mixed things about this. Are there actual fineable laws about wearing a seatbelt, or is it more of a suggestion? Is there a difference for riding in a taxi versus riding in your own vehicle?

Seatbelts are mandatory for passengers in passenger vehicles on highways. People don't bother about seat belts in the rear seats as the police and traffic cameras cannot spot it as easily as in the front seats. I would guess the taxi drivers gets fined if they front seat passenger does not wear the seatbelt, as they always ask to put it on.
In China the reason for wearing a seatbelt is to not loose money. In the rest for the world it is to not loose ones life.
Yes it could be fined 20~200 yuan if the driver doesn't wear seatbelt in certain kinds of roads like expressway or highway,, with -2 points recorded on the driving license.
There isn't punishment for passengers who don't wear seatbelts.
How the laws are enforced might be a different thing.
i remember seat belt fine is 50yuan... there are cameras dedicated to take such pics..
well theres always been a seat belt law but i dont think it was really enforced, but now its all changing, in guangzhou taxi drivers all wear seatbelts now and also ask the front passenger to to do the same, slowly but surely i think they will try and fix small problems like this

and only the front 2 seats seem to have any visible seat belts hahahah
