I see a lot of anonymous posts on here about SAFEA, and always answered immediately by the same guy, saying to go to any bank and contact SAFEA. Is this so some sort of in-joke or something? It makes no sense to me, as I am new to the site, and it is quite confusing.

I do not get this post. The posts you are referring to stated that they found someone at the bank who was able to obtain the number. What is so confusing about that? Banks have to report to the government about foreigners with regard to their money, so maybe they report to the SAFEA. Or maybe the lady he talked to was kind enough to dial information and get the number for him. In smaller cities, people are generally more helpful.

Where would you go in any city in China to find somebody who understands English? You wouldn't go into an open market, and 'talk' to a farmer, would you? Banks employees in China speak English. At least one in every Bank!

You: 'Can you help me, please? I need an address of SAFEA? It is a Government office in the city.'
Teller: 'Let me try!'
5 minutes later, teller will hand you paper with SAFEA's address. Shama...End of the Bank & SAFEA's connections.

Englteachted: It seems it is confusing, and I am still unsure what banks have to do with anything. Why not just phone your consulate, or ask an English speaking work colleague?

Consulate or embassies are pretty much useless. Ask a work colleague to help you with a dispute against the company? And I do not like to involve colleagues with my personal business (I can't speak for others) . But my point is this, saying someone in a bank was able to help me find the number does not mean Safea is affiliated with banks. I've been in situations where I asked an assistant at Walmart about shopping on Taobao, and she was very helpful. Does that mean Walmart is affiliated with Taobao?
I did not realize that this had something personal between you and the other poster. I was merely expressing my opinion.

Charity: I think you expect people to behave like people would in your home country. I know many Americans who would have sent him out of the bank without offering any help.

School will not help you with anything, after you complained on the Contract violations. Best answer I got was: 'bu zhi dao'.
Twice, at two different Schools! You can call your Embassy in Beijing too, but SPD Bank is just across the street in Dashiqiao (less than 10 000 residents), 40 km N of Yingkou, in Liaoning.
SPD teller gave me mailing address and phone number of SAFEA. She called SAFEA and set up an interview for me. Nobody at SAFEA in Yingkou speaks English, what is probably the same in every small city in China. In the SPD Bank there are two, almost fluent English employees.
Few days later I was in the SPD again, Bank's boss asked me, if I would teach her son English.
