If you're on a student visa, there are no documents to process for legal work, unless you want to change to a temporary Z visa to secure a Residence Permit. However in that case you would no longer be a student.
As far as I know, there is no provision for legal work while on a student visa. No process, no documents.
It's legal now, with permission. More information can be found here in Chinglish form.
You need to ask your school for permission to work. Get written permission and have it stamped by the proper authorities.
I was able to get this permission before the new laws came out, and it was on my profile at the PSB. Guanxi definitely helps, but you definitely need permission in writing. Do not take the risk that I did before the new law came out. Personally, I had no other choice but to do it.
If your school allows you to work, you must get that permission. The PSB also must authorize it.

Hulk, do you know if it's an official form the school needs to fill in or can it just be a regular letter? i.e ''this is to certify that xxx is a student at xxx and has permission to have a part time job''? Then the red stamp from the school... take it to the PSB, then the PSB put the details on record? That's it?
Hulk:
To be honest, I am not quite sure. Read that link (I updated the post above as well) for more information.
When I worked on my X visa, I had to get permission, and it was only for a set period of time because they knew I was going to switch to a Z visa once the papers were done. Unfortunately, I did not switch to the Z with the papers that school gave me because they threatened me and tried to steal my passport. This is all before the new laws came to be.
At the time, I did not admit to this because I was still in China and didn't want to ruffle any feathers. Now that I'm back home, I don't have any problem telling anyone what went on.
Be careful when dealing with Chinese. Even if you get permission to work, they might "keep" that permission. Give them a copy. If you end up getting hassled by the police, you need to fight for your rights. You need to tell them that you got permission from the school, and you need to link them to the new laws which they may or may not be aware of.
To be honest, while it's now legal, you have to deal with inept bureaucrats. Even in the U.S., there are lots of such useless officials who aren't up to date with the newest laws, and modifications of said laws, thanks to things such as laziness and legislation riders.
My advice is not to work without a Z visa unless you get permission from the PSB to work on an X visa. Keep in mind that it's still a new law.
Hulk is right, it is legal now, but I am guessing that you are one of the first people to do this. So you'll just have to try with the PSB
Any updates on this? I asked my Uni about getting the letter, they didn't know what I was talking about. Even after showing the link to them, they were still uncertain..
