Q: What is the ji ti hukou 集体户口?

My first time hearing about this the other day. For registering a kid's hukou in Shenzhen, the parents have to borrow a 集体户口 from some agency. It's like a hukou, but it has thousands of names in it for people in Shenzhen. Anyone have an idea what this is for?

Is this to do with kids who were born under one child policy, where the parents did not pay the fine? They can't get an ID card to work, and cant go to school.

The policy of punish the parents through the kids.

The Chinese characteristic policy that pretty much goes against every grain of the meaning of socialism.
