Q: What should you do when the landlord/letting agency don't return your deposit?

If they withhold it for no good reason, who should you turn to for help? How do you deal with this problem in China because it seems to be very common, especially if you're a foreigner.

I'm going to have this problem very soon, actually. I don't trust my landlord, but I figure if she tries to pull anything dodgy, I'll first threaten her to go to the police with the contract, and if that doesn't work, I will.
