It's been a year I've been wondering what's with all those blue/red flashlishts that seemed to have popped up everywhere on the streets or on police bicycles and disposed randomly in the city.
Is it supposed to induce some feeling of law enforcement presence ?

I'm not sure about the ones at factories and places like that but here in Shenzhen there are many corners where they set up a tent with a table and chairs under it and have flashing police lights there. I could be wrong but I've noticed that the ones I have checked have cameras pointed at them, so maybe you can summon the police from there?? Of course there are cameras in a lot more places but maybe they watch these ones more closely?? I'll ask next time I see the police actually there.
This happens in like every single city in China. Most of the time it's just cops wanting to get through traffic without being bothered. lol
