The original is required, it is all the same police and government why can't we just keep the original on file at one department and have it recognized by every other police department?

Yes & No
Yes you need a new one in Sichuan province and Shandong and especially in their cities like: Qingdao and Chengdu. Why because this new policy is being tested and it happen mostly due too that sick a**who raped in Beijing and that stupid kindergarten teacher.
Any other province should be fine. At least for now.
I believe this is because fax or email technology does not exist in China.

I confirm that you DO need a criminal record when applying for a job in a different city, even when transferring your Z-visa from your current to your next employer, I am moving from Chengdu to Guangzhou soon and my new employer wanted a criminal record for the local PSB, I also had to sign a declaration of never having committed a crime in any country before.
None of this was requested from me to get a Z last year in Chengdu, in Shanghai 2 years ago, or Shenzhen 3 years ago, looks like China is becoming more serious about it and that is a good thing in my opinion, people with a criminal past won't agree and will thumb me down obviously.
