i had my best experiences with icbc and bank of china but the BOC branch was connected with the school so they knew how to deal with foreiners.
i did say best , you get what you can get here in and out in 40mins is a blessing (even if you're just making a deposit)
i guess none of the banks in china can provide a descent service to foreigners. all banks in mainland are messed up. i guess chinese banks should see how they run banks in HK and they should learn a lot from them

I would use the term "service" VERY loosely... It's actually an oxymoron... If I HAVE to Choose one... No choice... I MUST have a Chinese bank... ICBC?!? I feel sick saying it even HSBC would be better but is it a Chinese bank?! I would hate to insult the company... In the end the staff are mainland Chinese so you can abandon the use of the word "service"....
In our place , Bank of China is better than others .
I have nothing good to say about any Chinese banks but there's no way I would recommend Bank of China to anyone. I only experience hassle with them and they are so unbelievably inefficient and slow that it just leaves me speechless. I am so fed up of BOC to the point where I'm considering switching to ICBC, even though I don't expect great service from them either.
ive been using china merchants bank and have no complaints. at least so far
China construction bank they don't charge you fees at the atm for your bank of america card.....other banks will.
None its crazy i had money in a bank i had too travel for 3 hrs by plane to withdraw it even tho had same bank in the city i lived they are all very bad
It does suck everytime you leave one province of city you have to take your bank book to change accoounts but I've had good results from
The Bank of China and Merchants who I have Visa and Master Card credit cards with
The Citic Bank is great customer service for foreigners
And ICBC with good on line banking
China Merchants Bank and SPD Bank are two 'the lowest fees' or 'no fees' Banks in China.
I have (had) accounts with all mayor Chinese Banks mentioned above, except ICBC and Citic Bank.
The worst is ABC Bank.
I have recently opened an acoount at Citi bank in Shenzhen and the Service has been the best so far. I would recommend it to any one who wants to have a bank account with foreign exchange service . Their 24h hotline provides services in English too. I have been living and working in China for over 10 years and have experienced quite a few banks including BOC, ICBC, ABC , Hangseng and HSBC , but Citi bank is the best of them all .

Try China Merchants Bank, especially their Gold Debit account with Visa/Mc ATM card and 'spot FX exchange' rate.
I had account with them until June 2018, so they might discontinued that, but Bank's terms are/were the best in the world for the retail/small user.
I remember answering this question about 6 years ago. Must have been on another thread. Some laws have changed and so has the srvices charges. I still think that The Bank of China and the China Construction Banks are good. They really want my money in their bank. I tried the ABC a few years ago but found that they didn't have the required permission to deal with foreigners.
ICBC has treated me well, but then again, my pay is direct deposited and I only use their app.
I had to actually speak to people twice, and both times they found an English-speaking employee who was helpful

Yep, I had an ICBC acct too. Probably still do actually, I don't think I closed it, just pulled my money out and left the country.
I was happy enough with ICBC but having said that I've found that no matter what bank you use - I've had accounts with 4 and have had to go to maybe another two regularly to pay power bills and things like that - every branch is different. A bank you deal with and think is great in one city can be a pain in the arse in a different city, or even a different part of town.

The app is in Chinese. I had a coworker help me set it up and then I just memorized what icons I need to press. All I really need to do is check my account balance and get statements. That involves two easy-to-memorize icons

China construction bank is good. They have an english app too.
All the Chinese banks suck. I have my employer deposit my paychecks into the least offensive of all the banks I tried. I let it build up to a certain point and then transfer that to an online account.
I think all banks are the same attitude for normal customer except the VIP,the main problem is lower efficient for windows service, but APP is better selection.
