It is an interesting question.

 

It's probably one of those lower level officials who build enormous useless statues to celebrate himself mostly, or a replica of the Whitehouse with enormous lavish offices and fountains for use as the local party headquarters.

Not really possible. Trump is a populist that appeals to a demographic on the decline. That can really only exist in a democracy. The close you could have would be a Bo Xi Lai but even then its not an exact fit.
