I lost count of the number of times I've been down in CBD and waited for a cab for over an hour at 18:00 or 19:00...ridiculous.
Is there some actual logic behind not staggering cab shifts in Beijing?

Same where I live. I've always assumed it's to do with food. Many offices I have worked in or had to deal with seem to grind to a halt at mealtimes.
Stupidity which would translate into "not understanding Chinese culture"... They've been driving taxi's for 6000 years and it must be done that way, you have the culture shock!
