Many of them are teenagers with very little options for having fun in their spare time. Going to an internet cafe is very cheap, espcially when compared to the only other options for teenagers: cinemas (50RMB+), actual cafes (30RMB+), browsing shopping malls (depressing because they can't afford most of it) etc. Life as a teenager in China can be drab if you're broke and don't have many friends.
Even adults don't have that many options for entertainment as most of it involves spending too much money or getting drunk.
They have jobs or they are students... but remember that with the Draconian rules they often spend 7 days a week from 7 am to 9 pm at work or school.
So what they do instead is spend all night up at the wang ba, then sleep all day at work, or in class.
The wierd thing about Chinese workplaces is the workers spend all day there but accomplish fuck all.

To our barbarian eyes they accomplish nothing. But what you don't realize is that when they endlessly chat about hair and celebrities, they are making connections, and building a harmonious workplace. How could you possibly make profits and build a wealthy country without a harmonious workplace, Atilla? *scoffscoffscoff*
Not everyone can afford a computer, and the prices in internet cafes make them an affordable past-time. Also, workers who came from far away don't buy computers if they don't live in a stable home (they live in barracks and move all the time), so it's their only options.
Some people sleep there, since wang ba's usually have a "whole night price" (10-15 yuan), and if it's too late to take the bus or subway, it's the cheapest way to spend the night (I've done it once, the comfy chairs are not so bad).
There's a LOT of people in China, remember? Not everyone has the same work schedule, and some people like to use computers when they have free time, so you can't just assume they're jobless because internet cafes are full...
the internet hours got a fair price and some people cant afford so i think thats the reason i saw many of chinese youngs play games all the time in an internet cafe
For the most part their students and that is why their education is all but crap
