I have been to some of the better salons in a few cities in china and I find that, without exception, all of them are littered with the cut hair.
If i ask them to clean, they look at me as if I have asked for something out of this world !!
Any reason for not cleaning up?
More hair on the floor means they are doing good business, which in-turn they are better than other Salons?
That might be 'floor advertisement display'
Once, I was in the restaurant in Delaware. When we walked into the joint, wooden floor were littered with peanuts shells.
There was complimentary bowl of peanuts in shell on every table, however there were no garbage baskets.
I asked waitress: 'Did your maid just quit?'
She: 'Yeah, do you want to apply?'
30% tip instantly, just for her answer. I hope, you're not fluent in Chinese.

yeah,, I've been to bars in the Southern States of US and they did the peanut shells on the floor thing. I was told it soaks up spilt beer... lol... seems plausible~

It looked to me like new theme restaurant. Joint was in the city in the middle of Delaware, must be peanuts producer. They sell the biggest peanuts I've ever seen anywhere. We were on the way to Cape May.
I have been to many hair places in China. Both in the mega cities and in the country bumpkins locations. I have never experienced what you have described. I have always seen the shop attendant sweeping up and wiping things down. Of course there is going to be cut hair around. It is a salon. But, it is not like I am wading through multiple hair cuts.
Gravity. f= G(m1 m2)/r squared. Big G is very small of course. Something to the power of minus 12. But it dictates that things fall "down".
Things going "up" need energy... and money.
Why sweep it up? Some clown will walk in and ... want a haircut, then the floor is covered with hair again.
They r just conserving energie.
