Q: Are you comfortable in China without your passport?
I went in to renew my residence permit on Dec.4th.... old permit expires on Dec.10 ..... 4 or 5 days is "normal" I think.... they told me I could have come in on the 10th (no problem) ...........they gave me a "receipt" and told me to come back on the 16th to get my passport and permit. That's 11 days with this piece of paper that I suspect would cause nothing but trouble should I need to rent a hotel room, or have a business deal to get to in Taiwan or Kong Kong or any where... bottom line is... it's 2 weeks of being incognito while they process a simple application.
sure hope it is ready on the 16th like they said it would be!!

Yes, it is usually not a problem. The only times I need my passport is when doing banking (at the branch office) or when e.g. changing phone subscription (at the store, because I can do it online as well)
But certainly a good time to thing ahead if it will be needed. You'll not get to Taiwan on that piece of paper, maybe Hong Kong, but it would be a 37 hour trip through immigration.
Generally the paper is basically a receipt to prove to government officials that they are currently processing your visa (upon request since you cannot produce your physical passport).
No government outside of the mainland (including HK, Taiwan and Macao) will will most likely not recognize your little piece of paper as a valid travel document, it's just a piece of paper after all, fresh out of a standard laser printer, not even a government chop (stamp), right?

Did not give up my passport for a residence permit. I did leave it for 15 days to get the work visa, but I had a temporary passport paper that had my picture on it. I used it to travel within China no problem at that time.
Wait wait, I want to point out something for those that don't know, the PSB will hold your passport for 3 weeks now, no more 3 to 4 days, if shorter like your case, then good, but the new law that was passed on July 1st, 2013 requires them to run a deep security check on your passport now.. IF this doesn't happen in your city like Qingdao, well then renewing a RP will require an FBI U.S or a U.K security check at the time of renewing.
So it points to two new styles: FBI checks or wait 3 weeks for the PSB to check for you.

yea it is three weeks now. i got my to RP in September and it took about 3 weeks. when i asked if something was wrong, why it took so long. they said its normal now. the check much more information they said.

Yeah a lot of us were caught off guard when it first came out, our RP's were renewed in July after those laws came out, they also made us sign a waiver agreeing to allow a deeper check into our past.
I did renew my residence permit in September. PSB held my passport for 21 working days. They issued me a temporary paper. Remember to get it chopped if you want to fly. Had no problems in travelling/booking hotels with it, but it was China Mainland only.
What's really annoying is that this delay is here for the sole and only purpose of complicating your life: my RP was printed the day following my deposit at the PSB, meaning that it stayed there for three weeks for absolutely no intelligible reason. The only reasons I can come up with to explain myself why it has to be like that range from idiotic to disrespectful, and the truth lies probably in a mix of both.
If only passports were taken good care of... but dream on bro, brand new passport now has pin marks, faded cover and it stinks like a wet room.
I just handed my passport in to get my student visa and they will have it for 4 weeks. I'm normally fine without it but as @Scandinavian said, I need it for banking etc now so it's a bit of a hassle not having it for that long.
I feel uncomfortable, but it is necessary. Every year I do this the PSB gives me a stamped receipt. This is supposed to allow you to travel in China. Beware that many travel officers don't know the law so you could be denied a hotel room or a travel ticket. The receipt will have a date on it. I try to make plans not to go anywhere. I also carry a color copy of my passport and visa. My passport copy was accepted a few times. Maybe I was just lucky. If your passport is lost you call your embassy.
3 weeks? i waited 7 days! I thought Shenzhen was supposed to be difficult. It was a breeze. As far as business trips. Its best not to travel. Its a work hassle, youll just have to plan around it.
International travel is prohibited, but hotels and banks (no problem). You're suppose to carry a photocopy of your passport. You can always get an emergency passport from your home country if you're destitute or war breaks out.
I think it is new policy.. Last time i also got in 5 days but this time (Just a week back i received) they kept it for 15 working days.. But they provided me application receipt and with that i check in hotel in Shanghai and Beijing without any problem.. Also traveled in High Speed rail.. no problem..
It is not a problem.. we must support local procedure..
I don't like to keep mine on me unless I need it, either for travel or banking.
I keep mine at my house along with a foreign credit card I keep a zero balance on. So even if *mostly* the worst happens I can head back home with a minimum of trouble.
