I was planning to go to China a few months ago, I found a job there, sent my documents and signed the contract.
After a month I realized that I couldn't take the job because some unexpected things happened. I broke the contract and the company told me that I can't apply to other jobs in China within a year because my Z visa process has started with that company. Apparently, they canceled my visa process.
Is it true that I can't apply to other jobs in China within a year?

You can sign 77 Contracts, but matter can go through with Gov. only with first one.
Once you sign Contract with employer, you promise to the visa-sponsor, you will respect Contract. ...
I guess, you could talk to employer and annul your signature, but you'll have tough time to achieve that, if they started with working permit application and other work to get all docs. for your Z visa.
Bottom line is: 'once you sign it, you sign it!' and you must respect that, at least I do.'

I received new Contract offer only after School's rep visited SAFEA and saw my record ...
Rep knows that even if he presents Contract with my signature to the Gov., they can annul signed Contract, because I might signed Contract with two Schools in the same time.
I'd say it depends on how far through the process they went. Did they send you the Employment License & invitation letter for you to apply for the Z-visa? Did you get a Z-visa issued.
Personally I think they are bullshittting you about the 1-year. If they cancelled the process then there should be nothing to worry about.

E.G. BEIJING COMPANY THEN GO TO SHENZHEN AND VICE VERSA
If that's what they told you, then it's a lie. Chinese are notorious liars especially when they're feelings have been hurt. If you never entered the country and completed the process of getting your FEC and resident permit, then you can get another job with no trouble.
But this is China and bribes go a long way. They could blackball you with the local SAFEA (who issues the teaching permits), so you can try for the same city but don't get your hopes up have another city as a back up.
Well, it's not like china is the only country in Asia to work in. There's Japan, Korea, Vietnam, Thailand, Taiwan...
