Return home in June 2017, thinking of returning to Shanghai but visa policy changed... I'm native speaker with both UK and Shanghai teaching experience and QTLS (Qualified Teaching Learning Skills) and lots of Higher National teaching and law diploma. Would I be able to apply for working visa?

It's China. Who knows, until you try. if you're resourceful, can afford the risk/cost of rejection and it's important to you, go for it. Everything here is locked in stone...with Chinese characteristics.

List of Requirements:
1. Work experience certificate
Related work experience certificate, the certificate should include position, working time, work contents,contact of reference and the seal or signature of the person in charge (both is better).
2. Diploma and related certificate, such as Teacher qualification certificate, Chinese Level certificate, English Level Certificate.
The highest degree (degree) certificate must be approved by the Chinese embassies, consulates or by the applicant's embassy and consulate.
3. Certificate of no criminal record issued by your country
Issued by the related department of your country and certified by the Chinese embassy in your country.
5. passport
The page that your personal information in it.

6. full-faced certificate photo within 6 months
White background, electronic one
7. physical examination report
A medical report issued by an overseas medical institution approved by the embassy or consulate of the people's Republic of China,within 6 months.

Word salad. What does that mean? You posted this question 18 hours ago. June 2017 is months ago.
The simple answer is yes. You can apply for a working visa. Anyone can. There is no law against applying

Well, technically....
We can apply for a Z visa, which lets us into the country to change to the RP... it's the school that actually applies for the work 'visa' - ie, "can we hire this person?"
So, I'm not really sure your last line (or even mine) is correct :p
I'm just wondering as my wife visa is a problem in the UK. Trying to figure aback up just in case as I have 2 children. I think should be ok as I have Qualified Teacher Learning Skills Qualification which is equivalent to Qualified Teacher Status in the UK and a level 6 Diploma which is equivalent to a degree.

You're right, level 6 is bachelors degree level...the problem is whether the Chinese work permit authorities recognize / understand that.
