Lets say i got hired in china. I am unemployed in Namibia, therefore i cant afford the ticket and visa. Can my employer pay for the ticket and deduct the money from my salary once i start working for him / her?

No, they won't! Even anything promised by the contract, they'll try to avoid it.
Now, to pay for something before you arrive to China would be ridiculous to accept for Chinese.

You gonna need to pay for your flight, your visa, all the accompanying paperwork, plus have at least USD $1500 to get you started until your first paycheck. Are you actually so nieve to think that ANY company ANYWHERE would front that kind of money to an unknown? WTF are you on?
The employer would never take that kind of risk. supposing you don't arrive, or that you're a terrible teacher? It's not their responsibility. When I first came to China my employer did give me a loan and deducted it from my first salary. Some generous employers will do this. But they would never pay for your flight in advance. That would be unreasonable.
You would have a better chance of getting the money some Nigerian prince promised you in an email.
