Q: Is freelance teaching always illegal?

Is there any instance, visa-wise, where freelance teaching is not illegal?

Freelance teaching is always illegal for foreigners.  Foreigners can only work for the company that has sponsored their work permit and visa.

Demand for English teachers in China is overwhelming, so there is no follow up of this Law.

 

Last year, I signed full-time Contract with Headmaster's Assistant at Middle School with aprox. 1000 students in grade 7. Contract clearly stated, I am forbidden to work as teacher at any other School or Training Center.  

 

Most of my part-time work was arranged by Headmaster's Assistant during my work at the Middle School.

 

I am guessing, School would enforce freelance rule, if teacher would miss classes at his full-time job.

A work visa and corresponding work permit allows you to work legally for one company, the one that sponsored you.  everything else is illegal, and if caught you will suffer consequences.  All will take is for a student on the free lancing to file a complaint against you, or a neighbor disturbed by noise or actions of your pupils, and you will be in trouble,

Legally yes. There is no such thing as freelance job for foreigners in China, except if you are sent to China for a limited period of time. But if you're living here, even with a working visa, you can't.

Naturally, if you teach English one or twice per weeks, like I did, even though it's illegal, nobody will look for you.

Depends on what you teach. Sex education is Ok, training working girls is Ok, Always remember to practice safe sex, use a padded head board.

Teach the working girls?  I think it is them that would be doing the teaching.  And a padded headboard is good, but remember to securely bolt it to the wall.  Otherwise the slamming of the headboard is just a gauche way of telling your neighbors how often you have sex.

it is not illigally to teach freelance as long as you hold i believe its a d visa which is a perminate resident card

While you are technically correct, if you do have the required connections, guangxi and money to get a permanent residence card, why waste your time free lancing as an English teacher ?  Not too many foreigners living in China have any hopes of ever getting that permanent residence visa.  Last I heard it took at least a $ 3 million US dollars investment in China to request it, plus long years of residence, etc.
